In most professional environments, no. A sweatshirt reads as athletic/casual wear. However, in creative industries or very casual workplaces, a clean, solid-colored crewneck sweatshirt can work. When in doubt, choose a sweater instead.
It depends on the fiber. A thick wool or cashmere sweater is warmer than a standard cotton sweatshirt. However, a heavyweight fleece sweatshirt can be warmer than a thin cotton sweater. For cold weather, merino wool sweaters offer the best warmth-to-weight ratio.
